Kilkeel man fined and given penalty points over provisional-licence driving

ZBIGNIEW Malecki, 49, was fined £125 for speeding and given five penalty points, in addition to fines for driving without supervision and failing to display L plates, which he was allowed 26 weeks to pay.
ZBIGNIEW Malecki, 49, was fined after driving a Renault van on the A1 near Newry while holding a provisional licence, without L plates and above the vehicle’s permitted speed limit.
Malecki, of Fearon Close, Kilkeel, appeared before District Judge Natasha Fitzsimons at Banbridge Magistrates’ Court, sitting at Newry Courthouse, on October 22.
The court heard that on June 17, police travelling southbound on the A1 near Newry saw Malecki’s Renault Master van travelling at 84mph. The van was subject to a 60mph limit on the dual carriageway.
Police spoke to Malecki about the speed. The court heard he was driving on a provisional licence without a qualified supervisor, and that the passenger was unable to provide the required supervision. Malecki was also driving without L plates.
The court heard that Malecki received around £600 to £700 a month.
He was fined £75 for driving without supervision and given three penalty points, fined £75 for failing to display L plates and given three points, and fined £125 for speeding, with five penalty points.
He was allowed 26 weeks to pay the fines and ordered to pay a £15 offender levy. The court also indicated that he would need to pass a full driving test.
